East Siang achieves a milestone in malaria eradication

PASIGHAT, Aug 01: East Siang district, hitherto considered as a malaria prone zone, has achieved a milestone in eradication of malaria disease after implementation of the centrally sponsored Vector Borne Disease Control Programme (NVBDCP) in the state. The District Medical Officer (DMO) of East Siang, Dr M Perme, who is looking after the malaria department in the district, today said the NVBDCP implemented in 2006 with an objective to eradicate vector borne diseases in the state has been proved to be successful in East Siang.
“Being the malaria prone area, East Siang district, bordering neighbouring Assam, drew the attention of state health department and the department has accorded top priority in eradication of malaria in East Siang besides West Siang, Lohit, Tirap and Changlang districts. Despite various obstacles that came in our way, malaria control programme proved to be effective in the district,” Dr Perme said.
The doctor claimed that district health authority achieved a major breakthrough in prevention of malaria as only two malaria death cases were reported during 2010. The figure was only one last year and no malaria death has been reported so far in the current year.

Dr Perme further said that the district malaria officer has been regularly monitoring the activities like DDT Spray and collection of blood sample in the malaria prone areas of the district.
In 2010, a total 34,235 blood samples were collected from different health centres of the district, out of which malaria parasite was detected in 3,754 including 1,923 Pv (Plasmodium vivax) and 1,838 Pf (Plasmodium falcifaram). In 2011, out of a total 28,687 blood samples tested, malaria parasite was detected in 2,435 cases including 1,160 Pv and 1,275 Pf cases. As such, blood tested in the district during July last was 1,823 out of which 73 positive cases including 43 Pv and 30 Pf was reported.

Civil society organizes peace march, demands justice for Tongam
ITANAGAR, Aug 01: The people of Aalo today took out a peace march in the township in protest against attack on Associate Editor of The Arunachal Times Tongam Rina by unidentified gunman on July 15 last.
They displayed posters and placards reading “arrest the assailant, “we want peace in Arunachal”, “Free Press for Free people,” etc.
Later, they submitted a memorandum to the West Siang Deputy Commissioner and Superintendent of Police demanding justice for the journalist.
The peace rally was jointly organized by Karko Ao Welfare Association, All Ato Paktu Ao Welfare Society, Paktu Ao Youth Welfare Association, Aalo units of Galo Welfare Society and Arunachal Pradesh Women Welfare Association, Aalo Bango Students Union, Dego Panya Bogdo Rigo Youth Federation and business community.

ITANAGAR, Aug 01: In a much relief to the pedestrians and vehicular traffic, the Capital Complex district administration in an order issued today directed all concerned to remove building construction materials and debris such as sand, cement, bricks and rods from the alongside the national highway 52A and sector roads within 15 days of publication of public notice.
In its order issued under section 133 CrPC, the Deputy Commissioner said that dumping of building construction materials along the road side causes unnecessary inconvenience to the pedestrians and vehicular movement. It said due to scattered materials the national highway 52 A is narrowed down and it increases the risk of accident. Further, DC directed all the administrators of concerned area to take cognizance of the order and ensure compliance of the same.

PASIGHAT, Aug 01: The members of Pasighat Market Association (PMA) headed by the President Onyok Tamuk and DFO (T) Bittem Darang along with forest officials conducted a social service to clean the Bogong Park, near the Gandhi Chowk today.
They cleaned the park and the day enables different sections of society to come together in the common cause of planting trees. Hundreds of tree seedlings, provided by the DFO (T) were planted on the day.
The Member of Parliament (LS) Ninong Ering and prominent leader Kaling Moyong also joined and encouraged the participants.
Speaking on the occasion, the MP assured to provide additional Rs 15 lakh for completion of the Bazar Community Hall from his MPLAD fund. Earlier, he sanctioned Rs 20 Lakh for the purpose. The MP assured to provide one tractor to the bazaar committee which would be useful to dispose off garbage with the help of DUDA authority.
Talking about the plantation programme, he appreciated the PMA members and the forest officials for organizing tree plantation programmes in the town area. Tawang DC visits Mahabodhi Centre
TAWANG, Aug 01: Tawang Deputy Commissioner Kemo Lollen along with Guru Rimpoche, Abbot Tawang Monastery and Brigadier J S Rajpurohit, Commander 190 Mtn. Bde, visited the Mahabodhi Centre Tawang today.
The DC provided 500 Kgs of rice to the centre as promised by him during his earlier visit on July 8. Lauding the efforts of the Mahabodhi Society, the DC mentioned that the centre truly deserves appreciation, support and help from the society.
“People from different parts of the district should come forward and render their service and any possible help for such centre,” said Lollen
He asked the DDSE and DMO Tawang to look into the aspects of the education and medical related problems faced by the inmates of the centre. He further urged the staff of the centre to work with the same zeal and enthusiasm. Later, the DC distributed indoor gaming items and eatables to the inmates. This was the 2nd visit of the Tawang DC to the centre that provides shelter, food and clothing to the elders and children who are either orphans or just cannot support due to poverty. Guru Rimpoche, Abbot Tawang Monastery, while blessing the centre, advised the residents to adopt measures for achieving peace of mind. Prayers and meditation should be a part of their day to day life. He further said that until one achieves peace of mind nothing in the world can provide satisfaction to one’s life. He appreciated the DC Tawang for his support to such centre and urged the staff of the centre to make optimum use of the resources provided by the administration.

The Mahabodhi centre Tawang is a branch of Mahabodhi Society, Bangalore. It was started in 2008 and located at a place called Teli, 10kms from the main town. The centre provides shelter, food and clothing to less fortunate elders. It also provides hostel for poor children from remote villages with accommodation, food and medical free of cost. Meanwhile, the Social Welfare Intellectual Movements (SWIMs) of Mebo which has been running pillar to post taking the peoples genuine demand to DDSE, DSE, Minister Education etc, has further sought the Director School Education to revoke the transfer order issued to lone Geography teacher (ST) of the school for the larger interest of the public. The demand has already been placed before the DSE and Minister Education through the local MLA Ralom Borang.
The SWIMs, while reacting to the education department's say on the issue that an ST can't be sent to an unsanctioned school said, 'government should have thoroughly analysed about the issue while upgrading schools. Upgrading several schools across the state without proper sanctioning of teaching, ministerial staffs etc has jeopardized the students’ fate to which the state government is solely responsible'.

Residential Schools for dropout girl students in West Siang
AALO, Aug 01: The Residential Schools for dropout girl students of class V to VII started functioning at different places of West Siang with the enrollment of students at different schools at Pira Tirbin, Gensi, Kamba and Monigong.
The BRC’s and CRC’s of the respective area have been entrusted to monitor and supervise the entire activities of the schools. ITANAGAR, Aug 01: Prof. Gopinath Pradhan has taken over the charge of new Vice Chancellor of the Indira Gandhi National Open University (IGNOU) today. He was the Director of School of Social Sciences (SOSS) of the university since the year 2010.
Prof. Pradhan joined IGNOU in the year 1993 as a Reader in Economics and became a Professor in 1998.
60 years old Prof. Pradhan is a Professor of Economics who completed his MA and Ph.D. in the subject from Odisha’s Sambalpur University in the year 1975 and 1984 respectively. His areas of specializations are Development Economics, Industrial Economics, Public Economics and Quantitative Economics.
Prior to this, he was associated with the National Institute of Public Finance and Policy, New Delhi, first as an Economist and then as a Senior Economist, N.A.C. College, Orissa as Lecturer of Economics, Sambalpur University as Research Fellow.

Is anyone empowered to ban RTI Act ?
Dear Editor,
While congratulating all newly elected office bearers of East Kameng Social Welfare & Cultural Organization (EKSWCO), I would like to mention here that both Jabu Lapung and Loga Tallong in their letters “Few Words regarding “EKSWCO conference” and “EKSWCO conference was a mere confabulation of elites” respectively have rightly highlighted the essence of the RTI. EKSWCO members must realize the need of RTI in the district in particular and state as a whole.
We came to know that an agenda was moved in the EKSWCO conference held in July 21 and 22 regarding ‘RTI activities and its impact on society’ and surprisingly a resolution was also adopted for banning RTI activities in the district.
Unfortunately, the speaker in the EKSWCO conference, who dared to speak against the RTI Act and went on to argue that RTI activities had adverse impacts, was none but a highly educated elite member of the society and senior government officer. He even termed the RTI activists as blackmailers and the RTI a weapon of blackmailing.
The view of the speaker in the conference has not only misguided the EKSWCO members, but also given wrong message to the people of the district and the new generation. One wonders, if he is a clean government officer, why is he scared of the RTI Act? Further, ethically, a government employee cannot go against Acts, like RTI Act, which have been enshrined in the Constitution of the Country. It is unbecoming act on the part of a Govt servant.
EKSWCO members may not be aware that there are corruptions in most of the departments in East Kameng district and this is apparently the highest in the state. Corruption is visible in all the projects and schemes here.
If the EKSWCO members are not motivated by some vested interests they should ponder on these issues in the greater interest of people of the district. They should remember that our RTI activist Payi Gyadi was conferred the Citizen Journal Awards by the international News Channel CNN IBN. Gyadi belongs to this East Kameng District and his dedicated efforts have unearthed many corruptions in the district. Many corrupt officers and officials were punished and had their services terminated for their misdeeds. The positive impact of this RTI is that, government officers and officials have to think twice before indulging in corruption particularly in our East Kameng District.
I suggest, EKSWCO should take corruptions in most of the departments in East Kameng district. There are many schools in the district which are facing acute shortage of teachers. This is hampering the growth of the students in the district.

Recruit deserving candidates on merit basis
Dear Editor,
I would like to bring to the notice of the common people a fact that haunts me a
lot. It is regarding the recent selection of peon/chowkidar-
The written exams of the above mentioned posts were held on 21st and 22nd April 2012. I thought that the recruitment would be a fair one as it took approximately 3 months for evaluation of the answer scripts of the candidates like that of APCS exams. Ultimately, the result was declared and the 13th day of July was scheduled to be the date of viva exam. There was a ray of hope for a post graduate candidate like me to be selected on merit basis. Few of my fellow candidates hoped for special recruitment under departmental quota for they have been serving the department for a long period in the status of contingency therein.
When the candidates were short listed, I was amazed to see that I have been dropped
from the list in spite of my qualification and proficiency, rather a few candidates
who were below the average during our school period and had been dropped out of school
a decade ago were selected. Thus, the hope for selection on merit basis has been
crushed. A few more candidates who have left the school in their early age were also
selected in place of those who are engaged as contingency for several years. Thus

Sometimes, I think I should file an RTI but I assume it is of no use for I realize
that the selected candidates are my own Arunachalee brothers. So let them serve the

Apropos the letters published in your esteemed daily regarding the resolutions adopted in the conference of the East Kameng Social Welfare and Cultural Organization (EKSWCO), it is to clarify that EKSWCO never banned Right To Information (RTI) Act and RTI activities in East Kameng district as it is understood that once Act is being enacted no any Organization can put ban on it. So it is ridiculous claiming EKSWCO banned RTI activities in East Kameng dist, rather EKSWCO being an apex organization passed resolution to discourage using RTI as tools for personal and vindictive motive and it appealed the activists to restrain and refrain from misusing it, as sometimes, it seriously hampers the developmental activities in the district.

The foundation stone for construction of Greenfield airport was laid by the then Union Home Minister Shivraj Patil at Karsingsa. The people of Banderdewa circle are expecting lot from the Greenfield airport and they are against the shifting of airport project to other location.
Therefore, I on behalf of youth of Banderdewa, appeal the AAI authority and state Govt not to shift the Greenfield airport site from Karsingsa to Hollongi.
